Minutes
I.    Marsha Smelkinson chaired the meeting.  Those present introduced themselves.

II.    Police Report – John Graham, SDPD
A.    There were no reported burglaries in the area this past month.  Car break-ins were low.
B.    Retirement of 100 senior officers by July 1st will affect local services.  To replace
these officers, it will be necessary to hire initially 600 individuals to eventually train and replace those retiring.
C.     Graffiti continues to be an issue.  It is important to report graffiti.  Take a picture
 if possible and measure the dimensions.  Penalties are heavy for those convicted.
They pay heavy cash fines and lose their driver’s license.  The court may issue
a “stay away order” from problem area/person for the person convicted.  Your voice is very important on this issue.

III.    MAD REPORT – David Skillman
A.    The Greater Golden Hill Community Plan will be updated in the next two years.
The larger Golden Hill Community Plan Update Committee has not met as yet.
David Skilman is concerned about South Park residents and businesses having
input into the eight member Planning Committee.  While it is too late to be on the committee now, David Skilman and Don Gullans (SD Clipping Service) suggest that a committee of South Park Business representatives be formed to provide this input.

Donna Walker suggested that surveys on topics the Community Plan Committee
is interested and will be studying be distributed to the South Park Business Group and broader resident base to get opinions on pertinent topics.

B.    David Skilman recommended forming a committee first and asked for volunteers from the group.  These individuals volunteered:  Luci Dumas, Fine Photography, Matt Thomas, Alchemy, Lisa Vella, South Bark Dog Wash, and Nancy Sherman, Keller Williams Realty, along with David Skilman and Don Gullans (chair). The group will begin meeting in the next couple of months. 

IV.        Greater Golden Hill CDC – Pedro Anaya Jr.
Pedro Anaya asked the group if they had all received the Urban Corps cleaning schedule and map that he had forwarded via email. The schedule is also posted on the CDC website. Response was positive.  Urban Corps is receiving good reports as to their efforts on street cleaning.

V.         Old House Fair (6/20/09)   - Maureen Ceccarelli
A.    Organizing efforts are moving forward well.  Advertising, posters, vendors and
volunteers are in good shape.  Marsha Smelkinson has designed a new web page.
www.TheOldHouseFair.com, which has complete info and an online resource guide featuring all the sponsors and exhibitors.

The event organizers are printing the resource guide booklet with enough copies for everyone.  In   the past the booklet has only been given to people who have purchased $15 tickets to the House Tour. The resource guide will also be placed on line. Ads can be purchased in the booklet.  A business card ad costs $100.  Booths cost $150 this year.

VI.        Public Relations  -  Marsha Smelkinson
A. Peyton Robertson, our PR consultant, is expecting to deliver her baby this week and will be unavailable for a few weeks.
 B. Ask for Funds – Committee wants to wrap up this year’s campaign for funds.
If a business has not paid, it will not be featured on the South Park’s web site or email newsletters. If a business wishes to be added, it may certainly contribute.  Contact Marsha at spbg@lucyslist.net, or Maureen at studiomaureen@yahoo.com.

VII.        MicroDistrict Grant/Business Improvement District (BID)
A.     Funding reimbursements for the FY 2009 (July 08 - June 09) will be submitted to BID by Anne Mery and Maureen Cerracelli by the deadline set by BID.  This report represents
approved purchases made by South Park Business Group; invoices represent almost all of the $8500 granted.  Maureen and Anne have done a lot of fine work to maintain the accounts and to obtain the funding from BID.

B.    FY 2010 BID funding application is due in June 09.  $8500 is the maximum that we
can request.  There are guidelines for submitting the grant.  Anne Mery discussed new ideas to include in the grant to expand our activities.
•    Suggestion was made for more theme-based Walkabouts such as Spring
Gardens/gardening motif; Winter – Holiday of Lights.
•    Greater emphasis on Social Networking such as Facebook, Twitter, etc.

VIII.    Walkabout Summer  July 25
A.    Group discussed an Arts and Crafts theme, possibly for this Summer Walkabout.  The question was where artisans might be located on sidewalks.  Concern was voiced that it well could turn into a mish mash, and the group agreed that we do not want to encourage artisans setting up on sidewalks and parking lots during Walkabouts.  Some of the group like featuring “an artist in a store” such as The Grove is doing. Thought was that we could charge $10-25 fee for signing up.  Ideas were tabled for now due to the short timeline.  We will explore how to use this theme for the 2010 summer Walkabout.
 
B.    Current postcard and poster will be used to promote this Summer's Walkabout. Copies are available from Studio Maureen and The Grove.  (We will make changes on the businesses listing on the postcard in time for the Harvest (fall)/Holiday (December) walkabouts.
 
C.  Businesses are encouraged to provide info ASAP about what they will be doing at the Summer Walkabout.  This info will be used in PR, in our email newsletter, and on the Walkabout Guide to be handed out on the trolley and at the info booth.  Please email your info to Marsha at spbg@lucyslist.net.
 
IX.     New Business
A.     South Park Business Group Draft Mission – Marsha Smelkinson
A draft statement had been forwarded to the group with this month’s agenda.
It reads as follows (5/20/09):

The South Park Business Group is an unincorporated group whose purpose is to promote visibility, awareness, traffic and business for retail restaurant and small locally-owned independent businesses in South Park..

The South Park Business Group meets on the last Wednesday of each month at 8:30 am at the Moose Lodge located on 30th and Date Street.

There are no membership requirements for this group.  If you share our mission, you are welcome to attend the meetings and to join the email list for the South Park Business Group notices.

The South Park Business Group maintains a website (www.southparkscene.com) and executes various marketing activities such as email newsletters, Walkabouts, the Old House Fair, and publicity campaigns that are funded by voluntary contributions to the Ask for Funds Campaign.  Only those businesses which contribute to the Ask for Funds Campaign will be featured in these marketing efforts.

Agreement was reached that the South Park Business Group was organized to promote businesses in South Park.  Group in attendance was clear they did not want to dilute focus on business. South Park Business Group is not a community organization.  Group shied away from voting rights as we are an “unincorporated group.” It reestablished the right of anyone to attend the meetings…meetings are open to all.

Lynn Scelfo, Prudential, commented that the statement “small locally-owned independent businesses” does not address the true status of real estate realtors active in the group.

Dialogue included discussion about churches, schools and nonprofits.  Group consensus was that these organizations are welcome to participate in meetings, to make announcements about larger events… events of community interest that promote quality of community life.  These larger events might a jazz concert and/or a health fair.  Some comments included the possibility of creating a separate category for these othergroups. 

There was the suggestion that South Park might need a new community organization in the future that incorporates all groups, corporations and/or organizations.

It was felt that the mission statement is “close enough” to send to the BID Council as one of the requested items of the grant proposal.  The mission statement is expected to change and evolve over time.  PR Committee will take time to create an updated draft which will be discussed at the June meeting.

B.    South Park Community Yard Sale is progressing well.  Local businesses will
be contacted to display posters.  Businesses will have an opportunity to hold a Sidewalk Sale during normal business hours and be publicized on the community map.

X.     Announcements.
A.     John R. Hood announced that the Health Fair, being organized by Christ United Presbyterian Church, originally scheduled for July, will be rescheduled.
